The Organisation

The main task of the Health Insurance Fund is to organize national health insurance to provide insured people with access to necessary healthcare services, medicines, medical equipment and cash benefits.

The mission of the Health Insurance Fund is to ensure insured people the availability of health insurance benefits.

The vision of the Health Insurance Fund is to create a sense of security for members of society when they face health problems and seek medical care, so as to increase the number of healthy life years.

The Estonian health care system is based on solidarity or unified health insurance. This makes it possible to provide the same quality medical care to all insured people.

The core values of our Fund

  • Aspiration– we are aiming at continuous and sustainable development, relying on competent, loyal and result-oriented employees.
  • Consideration – we are reliable, open and friendly. Our decision-making is transparent and considerate of others.
  • Cooperation – we create an atmosphere of trust within our organization and in relations with our partners and clients.

 The Health Insurance Fund is guided by two principles when organizing health insurance:

  • Solidarity - Currently employed insured persons cover the costs of health insurance for those currently unemployed. It means solidarity between generations - the cost of health care for children, students and pensioners is fully covered by those currently employed. It also means solidarity between employed persons whose financial contribution to the health insurance depends on their income, not on their personal health risks, and who receive health insurance benefits on an equal basis, regardless of the size of their financial contribution.
  • Equal treatment - We guarantee equal rights and equal treatment for all insured persons and partners in accordance with applicable legislation.

The Estonian health insurance system complies with internationally approved principles:

  • As much of the population as possible must be covered with health insurance.
  • The scope of health insurance must be as wide as possible, i.e. based on the principle of solidarity, health insurance must offer a package of health services that is as comprehensive, coherent and modern as possible.
  • Health insurance must be as far-reaching as possible, i.e. the out-of-pocket expenses of a person in the total cost of treatment must be optimal and should not lead to poverty risk.

Strategic goals of the Health Insurance Fund until 2022:

  • People are able to take better care of their health.
  • Health insurance benefits are available, and their choice extends expediently.
  • High-quality healthcare services ensure comprehensive patient care.
  • The Health Insurance Fund is a health insurance organization valued by insured persons and partners.

The objectives, functions, competence, bases for activities and the bodies of the Estonian Health Insurance Fund are provided by the Estonian Health Insurance Fund Act and the Articles of Association of the Health Insurance Fund.

The supreme body of the Estonian Health Insurance Fund is the Supervisory Board, the members of which represent the interests of employers, insured persons and the state.

The Health Insurance Fund is led by Management Board, which is chaired by Rain Laane since 16.10.2017.

The Management Board is the body managing the Health Insurance Fund. The Management Board consists of three to seven members, one of them being the Chairman of the Management Board. The term of office of the members of the Management Board is up to five years. The Supervisory Board designates the Chairman of the Management Board. In order to find candidates for the office of the Chairman of the Management Board, the Supervisory Board organises an open competition. On the proposal of the Chairman of the Management Board the Supervisory Board designates the other members of the Management Board.

In the management of the Health Insurance Fund the Management Board performs the functions imposed on it by this Act, the Statutes of the Health Insurance Fund and the decisions of the Supervisory Board. The Management Board sees for the performance of the functions and obligations as well as for the exercise of the rights of the Health Insurance Fund insofar as, by virtue of this Act or the Statutes, it is not the task of the Supervisory Board or Chairman of the Management Board. The Management Board reports to the Supervisory Board. On the basis of the national health care policy the Management Board prepares the development plan and the budget of the Health Insurance Fund and submits these to the Supervisory Board for approval. If the Supervisory Board does not decide otherwise, the Management Board prepares the materials and draft decisions to be discussed by the Supervisory Board.

The Supervisory Board consists of 6 members. The Minister of Social Affairs, The Minister of Finance and the Chairman of the Social Affairs Committee of the Parliament are members of the Board by virtue of office. On the proposal of the Social Affairs Committee the Parliament designates one Member of Parliament as a member of the Supervisory Board. On the proposal of the Minister of Social Affairs the Government designates one official of the Ministry of Social Affairs as a member of the Supervisory Board, and five members of the Board on the proposal of the organisations representing the interests of insured persons and five members of the Board on the proposal of employers’ organisations.

The Minister of Social Affairs is the Chairman of the Board by virtue of office. The members of the Board shall elect a Deputy Chairman from amongst themselves. In the absence of the Chairman of the Board the Deputy Chairman takes over the formers functions.

The supreme body of the Estonian Health Insurance Fund is the Supervisory Board, the members of which represent the interests of employers, insured persons and the state. The Chairman of the Supervisory Board is Minister of Health and Labour. The daily work of EHIF is managed by a four-member board. As at 2020, EHIF had 200 employees.

Partnership Communications Department

The department supports the network of health care providers. We advise partners, help them navigate the landscape of health insurance, and enter into contracts so that invoices for health services provided to people are paid by the Health Insurance Fund. We recruit family physician for unassigned practice lists and contribute to the development and evaluation of the quality of health services.

The task of the department is to turn data into information. We offer interactive desktops for departments, solve questions that have arisen with more or less extensive analysis, we develop statistical models, where necessary, to find coding errors and predict future phenomena. In addition, we provide all kinds of analytical advice.

Medical Services Department

TS

The department develops high-quality family medical care, specialized medical care, nursing care and dental care through making new services available, developing care pathways and service models, measuring quality (incl. results and experience reported by the patient), and developing supportive payment methods. We also ensure that the prices of the services cover the actual optimal costs of service providers. Where necessary services are not available in Estonia, we pay for treatment abroad.
