Supplementary budget of Estonian Health Insurance Fund passes first reading

At a session held today, the 8th May, the Supervisory Board of the Estonian Health Insurance Fund approved the amendments to the list of health care services. In addition, the negative supplementary budget of the Health Insurance Fund passed the first reading in the Supervisory Board.

Pursuant to the Employment Contracts Act, which will enter into force on 1st July 2009, standards for reduced working time will become invalid. Arising from the aforementioned amendment, the Supervisory Board of the Estonian Health Insurance Fund has decided to approve the amendments to the list of health care services, pursuant to which the length of the working time of all health care employees will be 40 hours a week.

Also, the supplementary budget of the Health Insurance Fund in the amount of 612 million EEK has passed the first reading in the Supervisory Board, thereby bringing the budget of the Health Insurance Fund in line with the state budget adopted on 20th February.
The report for the first quarter of the Health Insurance Fund was also submitted to the Supervisory Board for information. According to the financial report, 99% of social tax was received and budget expenditure was implemented to the extent of 98%. This means that revenue has been received and expenditure has been implemented as planned.

The expenditure budget for health care services was 98% implemented. Specialised medical care treatment services provided by the medical institutions were 3% less than planned for the 1st quarter, with a total amount of 758,307 treatment services purchased from the medical institutions.

The budget of the benefits for incapacity for work was exceeded by 5%, due to the increase in average length of sick leave certificate and average cost of a sick leave day.

The second reading of the supplementary budget is planned for 12th July.
