Health Insurance Fund paid 7.6 million kroons of supplementary benefits for medicinal products in 2008
In January, the Health Insurance Fund paid supplementary benefits for medicinal products to 1,439 persons in a total amount of 2,481,401 kroons. Of this amount, 2,433,854 kroons were paid for 2008, 43,773 kroons for 2007 and 3,774 kroons for 2006. In total, the Health Insurance Fund paid 7.6 million kroons of supplementary benefits for medicinal products to 1,936 persons in 2008. The calculated average amount of benefit per person was 3,925 kroons.
The amount of the supplementary benefits for medicinal products in 2008 was 17 % higher than planned for this year. This was most likely caused by the rise to 9% in value added tax on medicinal products, effective from 1st January 2009, leading many people to buy a reserve supply of medicinal products in 2008, together with a general increase in the use of pharmaceuticals. Both the number of persons who received the benefit and the average amount of benefit increased in 2008.
The supplementary benefit for medicinal products is a monetary compensation paid by the Health Insurance Fund to persons who have spent between 6,000 and 20,000 kroons per year on eligible medicinal products. The benefit is not payable on the purchase of medicinal products that are not subject to medical prescription or that are not included in the list of eligible medicinal products. The maximum amount of the supplementary benefit for medicinal products is 9,500 kroons per person per year. The Health Insurance Fund makes the payments of this benefit four times a year: in January (for the previous calendar year), April, July and October.
In particular, the supplementary benefit for medicinal products helps to compensate the cost of pharmaceuticals for persons:
• whose treatment plans include expensive medicinal products;
• who suffer from chronic conditions and, consequently, need to use medicinal products for a long period of time;
• who have to use several medicinal products at a given time.
