EU pensioners
If you are an EU pensioner and want to apply for Estonian health insurance, You need to take the following steps:
- Contact the health insurance institution in your home country and apply for the form E121, which is the registration form for pensioners.
- If you are already in Estonia and you do not have E121 with you, write an application to the Estonian Health Insurance Fund stating your name, identification number, pension number and the institution that is responsible for paying your pension. Add a copy of your passport or residence permit. Send it to the following address:

Estonian Health Insurance Fund applies for E121 on your behalf.
- In case you already have E121 with you, turn to one of Estonian Health Insurance Fund’s local offices and write an application for registration. Enclose two copies of your E121 and a copy of your passport or residence permit.
- After the International Relations Department has received your E121 and application form and made sure your residence permit is valid, you will be registered in our database of insured persons. You have the same rights for medical treatment and compensations as Estonian pensioners. Note, that it is possible to get health insurance in Estonia only if you have a valid residence permit or Estonian passport.
