Health care in case of 1-year assignments

The employee posted short-term to the other country receives necessary health care on the basis of the European health insurance card or replacement certificate of the European health insurance card.

Health care in case of longer-term assignments (e-forms E101 and E106)

The assignments should be first registered in the foreign relations department of Social Insurance Board (additional information could be found on the website of Social Insurance Board http://www.ensib.ee). Social Insurance Board prepares the assignment according to the rules set by the Council of Europe and issues the separate certificate-form E101 to be filled per each employee (certificate regarding the applicable legislation). Social Insurance Board also sends a copy of the certificate to the Health Insurance Fund.

In case the assignment has been indicated on form E101 for a longer term than a year, the Health Insurance Fund prepares the form E106 that gives the person the right to register him/herself as the member of the health insurance system of the country of assignment. In this case the insuring country of the person is still the assigning country, i.e. Estonia. The form E106 is sent to the employer, if not agreed otherwise. In case of assignment lasting less than a year (short-term) the form E106 is not issued.

On the basis of form E106 the posted worker is entitled to get health care in the country of assignment after the registration of the form in the same terms with the local insured persons (the scope of health care is wider than simple necessary health care received based on the European health insurance card).

The owners of form E106 should apply for the European health insurance card from the Estonian Health Insurance Fund before assignment. On the basis of the card the person gets necessary health care in the country whereto he/she was not assigned with the form E106, but where he/she for example spends his/her holidays or is on short-term assignment.

Family members

If the employee staying on the longer-term assignment takes the dependant family members with him/her to the other country, their names are inserted to the form E106 by the competent authority of the country of assignment. After the registration of the form other family members have also right to health care while residing in another Member State equally with the local insured persons.

Who pays the benefit for incapacity for work in case of longer-term assignment?

Though the posted worker is working in another country, his/her taxes are still paid in Estonia and his/her insuring country is Estonia. The posted employee gets health care according to the legislation of the country of assignment. The benefit for incapacity for work (sickness benefit, maternity benefit) is paid to the posted worker by the Estonian Health Insurance Fund according to the Health Insurance Act.
