Pensioner

Provided the person receiving the state pension in Estonia goes to live in another Member State, he/she has to take the form E121 from the Estonian Health Insurance Fund. After to the registration of this form in the new country of residence the pensioner acquires the right to any health care equally with other pensioners of this country.

In order to get the form E121 the application should be submitted to the local department of the Health Insurance Fund. The form of the application can be found from the website or the local department of the Health Insurance Fund. Provided the person applies for the form E121, his/her insurance is terminated in the Estonian health insurance database from the date when he/she was registered in another Member State and the confirmation regarding the latter has been received. The Estonian Health Insurance Fund notifies the person of the termination of health insurance. As the pensioner has the Estonian health insurance terminated for the term of residence in another Member State, he/she has no right to get the European health insurance card from the Estonian Health Insurance Fund. The European health insurance card is issued to the pensioner by his/her new country of residence. The pensioner staying temporarily in Estonia gets necessary health care here on the basis of the European health insurance card of another state.

Family members

The Estonian Health Insurance Fund also includes on the form E121 the dependant family members starting to live in another state together with the pensioner. The family members get the right to health care equal to the insured persons of the new country of residence after the form has been registered by the competent authority of this country.
