Benefits for temporary incapacity for work

On the basis of the certificate of incapacity for work the Estonian Health Insurance Fund pays the benefit for temporary incapacity for work to the insured person, who loses income subject to individually registered social tax due to a temporary relief from the performance of duties of employment.
 
The benefits for temporary incapacity for work include:
  • sickness benefit,
  • care allowance,
  • maternity benefit,
  • adoption allowance.
Sickness benefit shall be paid to the insured person starting from the 4th day of the relief from the performance of duties of employment. From the 4th to 8th day of the insured person’s illness, the sickness benefit shall be paid by the employer in the amount of 70% of the employee’s average wages. Starting from the 9th day of illness, the sickness benefit shall be paid by the Health Insurance Fund
The maternity benefit, the care allowance and the adoption allowance shall become payable starting from the first day of relief from the performance of duties of employment.
 
The Health Insurance Fund pays the benefit for temporary incapacity for work to the insured for one calendar day on the basis of the average income per one calendar day as follows:
  • 70% in case of temporary relief from the performance of duties of employment, or quarantine;
  • 80% in the case nursing a child under 12 years of age;
  • 80% in the case of out-patient treatment, nursing a sick family member at home
  • 80% in the case of caring for a disabled child under 16 years of age or under 3 years, if the curator is sick or in labor,
  • 100% in the case of pregnancy, maternity or adoption leave; 
  • 100% in the case of occupational disease or accident at work;
  • 100% in the case of prevention of a criminal offence, protection of national or public interests or saving human life. 

Getting ill in foreign country

The Estonian Health Insurance Fund pays the temporary benefit for incapacity for work to the insured person also on the basis of the document certifying the illness issued by the doctor of the foreign country.

The document certifying the illness, issued by the doctor of the foreign country should be submitted to the employer who also fills the certificate of the employer and submits the documents together with the letter of referral to the Estonian Health Insurance Fund. The employee should also add to the documents the application that indicates which account the benefit should be transferred to. The form of certificate of the employer and the form of application can be found the website of the Health Insurance Fund http://veeb.haigekassa.ee/blanketid/ or from the local department of the Health Insurance Fund.

On request of the Estonian Health Insurance Fund the Estonian certificate attested by the sworn translator should be added to the certificate issued by the doctor of the foreign country. The translation expenses of the certificate must be covered by the insured person himself/herself.

The employee staying on the longer-term assignment could apply for the benefit for incapacity for work also through the competent authority of the country of assignment.  For that purpose the local competent authority should be turned to within three first sick days, from where the Estonian Health Insurance Fund is contacted for the registration of documents. The benefit for incapacity for work is paid to the insured person by the Estonian Health Insurance Fund.
